What is the Energy Voucher 2024?

The Energy Voucher 2024 is a form of financial support introduced under the Energy Voucher Act. In practice, it is a program providing subsidies for electricity. Its aim is to provide financial relief in connection with the anticipated rise in energy prices in the second half of 2024. Ultimately, this initiative aims to mitigate the effects of price increases for consumers who may have difficulties covering their energy bills for various reasons. This can be valuable support for individuals using, for example, electric heating. Under the energy voucher, cash benefits are planned for individuals and households whose income does not exceed a specified threshold.

Conditions to Qualify for Electricity Subsidies

To qualify for the discussed program, it is necessary to meet certain criteria. According to the draft act, individuals eligible for the energy voucher are those whose income does not exceed 2500 PLN per person in a single-person household or 1700 PLN per person in a multi-person household. The act also provides for subsidies for electricity for seniors, people with disabilities, and large families who are in a difficult financial situation.

How to Apply for Electricity Subsidies?

The application period for the energy voucher will begin on August 1 and last until September 30, 2024. Applications for the energy voucher can be submitted at designated municipal or city offices (applications will be submitted to the mayor or city president). Required documents and forms will be available at the relevant offices or on the websites of the Ministry of Energy and other institutions responsible for implementing the program. It is important that applications submitted after the deadline of September 30 will not be considered. Therefore, those who are counting on electricity subsidies should not delay. Here are the necessary details needed to submit an application for the Energy Voucher 2024:

• information about the applicant and household members, including: first name(s) and last name, address of residence or stay, PESEL number – if assigned – series and number of the identity document. In the case of individuals without a PESEL number, citizenship, email address of the applicant, and their phone number, if they consent to this;
• data regarding the income of household members;
• information about the main heating source of the household, if it is a source of heat referred to in Article 2, paragraph 8;
• payment account number and the name of its owner, to which the amount of the energy voucher will be transferred, if the applicant wants to receive the voucher to this account;
• information necessary to determine and verify the income of the applicant and household members;
• a statement of the truthfulness of the information presented in the application.

Energy Voucher 2024 – What Amount?

The amount of the energy voucher will depend on the number of people in the household and their income. Importantly, subsidies for electricity will also be available to individuals whose income exceeds the established limits. In such cases, the principle of "one PLN for one PLN" will apply, meaning the voucher will be reduced by the amount exceeding the limit down to its minimum value of 20 PLN. According to the assumptions:

• single-person households will be able to receive a voucher of 300 PLN;
• two- or three-person households may receive a voucher of 400 PLN;
• four- or five-person households may receive a voucher of 500 PLN;
• six-person households and larger may receive a voucher of 600 PLN;

Importantly, for users of electric home heating, including those based on films and heating mats, the amount of the voucher for such applicants will increase by 100 percent.

Who and How Can Benefit from the Energy Voucher?

  The energy voucher is intended to support individuals in difficult financial situations and those whose household budget is burdened by high electricity costs. In addition to low-income individuals, the electricity discount is also aimed at retirees, pensioners, seniors, and large families.  

What Will Be the Price of Electricity in 2024?

The draft act provides for the introduction of a maximum price for electricity for households in the second half of 2024. It is assumed that this price will be set at 500 PLN net per 1 MWh and will apply at least until the end of the current year. This is an action aimed at mitigating the effects of rising electricity prices for consumers, especially those in difficult financial situations. This means that electricity bills may increase by a maximum of about 15-25%. The electricity discount in this form can therefore be significant support during the period of rising electricity prices.
